One of the observations mentioned is that fluids (air, and liquids) are equally subject to those effects. The basic problem here is that a flow is established producing a lift on a column of fluid whose mass apparently is not an input parameter to the experiment. (like a convection flow, but there is no heat) So, by choosing an arbitrarily large enclosure, the flow of such lighter fluid could be controlled to generate "free energy". Thus violating the law of conservation of energy... It should be noted that Podkletnovs experiments have never been repeatable by any other scientists.
I agree - it it were possible this would be a very interesting technology. However, at the moment it seems to be "out there" together with cold fusion and others....
