There has been a remarkable lack of looting or mass panic in the blackout.
Also, if the blackout was widely believed to have been caused by terrorists, it's likely that there would be mass panic.
That's New York though; the local press claims that it has been a continuous Devil's Night in Detroit.

The sad thing about these times is it's hard to know who to believe. When OBL and George Bush have similarly low credibility levels, y'know something's wrong with the world.
