One thing that seems striking about the incidents is the apparent lack of panic. Commentators are talking about the people's stoical resolve, hardened by IRA bobings past, and the spirit of the Blitz. As such, if the aim was to terrorise the public, it doesn't seem to have worked.
It's official: it's a terrorist attack, or so Blair has said anyway.
