In the Union Building at Monash University, I found many copies of a
pamphlet, ostensibly by a political candidate, in the form of a rant 
against a government agency, making nebulous allegations of state 
complicity in child abuse.  Parts of the text of the pamphlet are below
(punctuation and typography reproduces as best I could):

  The Government Department Health & Community Services (H&CS)
  can obtain a draconian medical "abuse" order against a very young
  child to deny a child access to doctors of medicine even for 
  normal reasons, disease or emergency.
  
  A court of law can make a medical order against a very young
  child if verbally asked to by H&CS.
  
  Many children in Victoria are denied access to doctors of
  medicine, medical treatment and medical tests by order of a
  court of law.
  
  In Victoria H&CS regard themselves as the professionals and 
  will not permit doctors of medicine to examine or treat a  child
  who has been SEXUALLY abused or sodomised without their
  permission
  
  Doctors are not even permitted to consider that sexual abuse
  or sodomy is a cause of the child's medical condition
  Mothers who find something wrong with their children are
  often referred to other doctors.  This is a problem because
  H&CS consider that taking a child to too many doctors of
  medicine as "systems abuse" - an emotional abuse to a child

  A medical order can easily be made against such a child 
  because of the insistence of social workers that the child
  has been taken to too many doctors of medicine.

       THE ARGUMENT IS CONTROVERSIAL

  H&CS commonly run the Family Court in contest with the
  Childrens Court with opposing orders being made in their
  effort to gain possession of the children for their
  preferred Foster parents.

  H&CS have a program of taking children from single mothers
  and mothers of marginal disposition. Some mothers never see
  their children again. Others rarely see their children
  N&CS are taking children away from white mothers like they
  once took children away from Koorie mothers.  A child who has
  been sexually abused or sodomised is at risk as is a child
  who has been used in child pornography

  _ALTERNATIVE_ _SEX_ IS THE NAME GIVEN TO SEX WITH CHILDREN

  Professionally organised criminal paedophiles should not be
   permitted to work in government positions and H&CS  The 
  Child Sex Industry of Victoria is the name given to the
  professional and sexual trade of children in the courts of
  law. _PAEDOPHILE RINGS EXIST IN VICTORIA_

  The Kennett Government claims they will not tolerate child
  prostitution gut they are not prepared to do anything to
  protect any unfortunate child whose grevious plight is 
  brought to their attention.  Such is the Child Sex Industryin Victoria
  One maternal grandmother has already used up all available
  domestic remedies in this country and has sent a communicati ion 
  to CAT the Committee Against Torture a United Nations
  committee in Geneva
